Canada’s position in refugee resettlement
The Canadian Immigration and Refugee Protection Act sets the objectives for its refugee policies. Being a state party to the 1951 Convention related to the Status of Refugees and the 1967 Protocol, by implementing its refugee program, Canada fulfills its international legal obligations with respect to refugees and asylum seekers and affirms its commitment to international efforts to aid those in need of resettlement.
Canada also recognizes that the refugee program is about saving lives and offering protection to the displaced and persecuted, and therefore it grants a fair consideration to those who come to Canada claiming protection. The objective is to offer a safe haven to persons with a well-founded fear of persecution based on race, religion, nationality, political opinion or membership in a particular social group, as well as those at risk of torture or cruel and unusual treatment or punishment.

Most refugees arrive in Canada on their own and claim refugee status at the border, airport, or immigration offices. Everyone, who is in need of protection must make a claim before their case could be processed by the Immigration and Refugee Board of Canada.
